Since the Hall for Workshop of Metasynthetic Engineering (HWME) theory, our scholars and foreign scholars in the HWME carried out a lot of research and have made tremendous progress. However, there are still certain limitations for existing HWME system in information processing capacity and the forms in which information are used. The limitations are the single form of information expression: with the simple adoption of text, information can not be fully expressed. For the special type of issues, such as regional planning category, the text can not be used as effective form for expression in seminar perspective.In this paper, to get solution for the problem of regional planning, GIS system is integrated into HWME, and combination of GIS and HWME is realized. The comprehensive and integrated system can utilize information integrative ability of HWME and the capabilities of GIS for managing spatial geography data. It provides a powerful tool for the solution of regional planning issues. The main contents include:1) Aimed at regional planning issues, it is proposed that the integration of GIS and HWME to overcome the limitation of existing HWME in information expressing capacity.2) Have done a research on geographic information systems and HWME, and studied about the combination of the two system, includingA. Use geographic information as discussing content. In the way of "get viewpoints through graphical means" and with the use of geographic information system as perspective, we can expand the discussed joint text and graphics into two parts. Also with geographic information systems, we could enhance the expression capacity of user groups'information in the discussion of the expression system.B. To support the process of research by the use of geographic information. In the course of discussions, it is displayed with geographic data ,regional statistical data and data distribution and so on through geographic information system to be provided immediately to the decision-makers in order to offer the discuss effective support and accelerate decision-making.C. To display the study results through geographical information system. To show all the items as follows in the geographic information system, including: perspective generated during the process of discussion about support, oppose and suspicion statistical data and information indicating the degree of concern. It is shown in the geographic information system in different colors and intuitive result will be displayed.3) It designed and implemented a comprehensive and integrated system of HWME into the GIS. And at the same time achieved the combination of the above-mentioned GIS and groups discussion system in various aspects. On the basis of actual system structure and functions of process, it designed the GIS subsystem and GASS system interface, and realized the implementation of the function by which the GIS system use with graphical user views, implementation of the function of GIS enquiries, automatically search positioning capabilities, implementation of the study of GIS data visualization.4) It researched the practical effect of HWME with the introduction of comprehensive and integrated study of GIS and it proved the effectiveness of this system for regional planning and problem solving role by experiments.
