In recent years, numerous home electric enterprises have greatly suffered in the severely competitive market. Those enterprises which complete logistical process more rapidly, more efficiently and more economically will win in the competition. And obviously in home electrics logistics system, transportation plays an extremely important role in the proportion of 65% to 75%. Hence, home electrics enterprises suddenly find that they ought to well control the transportation activity via information system in order to develop distribution orderly, decrease the circulation cost and meet customer's satisfaction. Transportation Management System,which we called TMS,is essential to control all the transportation and distribution segments uniformly, centralize the whole transportation processes, and reduce the transportation cost.Based on analysis to TMS status, this thesis makes sure that there are 2 problems in existing TMS products: One is, they are in general operation level without going deep and lack of stratagem; another is, system application objects are not clear and short of pertinence. Therefore, this thesis illustrates a new TMS implementation method from the point of view of home electrics enterprise development strategy and supply chain management, which is, a BPR-based TMS design and construction. And throughout the thesis is study how to use this method to meet business requirements and development.This thesis analyses the relationship between BPR and TMS on basis of BPR definition and foundation to ensure the influence of BPR in TMS implementation. The influence is, the enterprise will be clearer about their destination of transportation information development, and the TMS designer will pay more attention to the enterprise strategy and business requirement. Meanwhile, this thesis also studies the interrelationship of SOA and BPR in TMS construction.After making sure the benefit of BPR, this thesis design BPR-based TMS model with combining BPR concept and information system development course. An example of a multinational home electrics enterprise is given to illustrate the system requirement excavation part of system hard-core: Above all, investigate and analyze the transportation business process situation, draw the business process flow chart; Then, use methods like process integration and process simplification to achieve process reengineering link with enterprise development blueprint, and mark the IT function points in new process; At last, analyze and summarize the IT functions points, and excavate business requirements, accomplish transformation from business requirement to system requirement, offer foundation and guarantee of TMS development.With application of the model above, this thesis lays emphasis on TMS function analysis and system design, and completes a quick-response TMS which especially suit home electrics industry. The system introduces a 4-layers architecture based on J2EE platform and those developed techniques such like Web Service, XML, IBM MQ, to reduce development risk, increase system flexibility and security, to meet enterprise requirement to information system.In conclusion, the thesis demonstrates TMS effect through evaluating the implementation result, and displays the whole application courses of this engineering method from theory to practice.
