Workflow management is a fast evolving technology, which is increasingly being exploited by businesses. Its Primary characteristic is the automation of processes involving combinations of human and IT applications.With the enhancement of domestic enterprises information level, lots of enterprises develop their own workflow products in order to enhance the productive efficiency. These products have their own advantages and disadvantages. The difference in protocol and interface standard between these products causes that they cannot use for reference each other so that they can make up their own disadvantages. Meanwhile, other product cannot inherit the excellent design module in certain product. This case encumbrances the spread and development of workflow management system.This article summarizes the correlative concept about the workflow system and the workflow management system firstly, studies deeply about the research status quo and the disadvantage of workflow technology. And then this article sums up the characteristic of workflow management system from the abstract layer, A system framework of the JAVA-based workflow management system platform is brought out after the careful research of the system framework of general workflow management system and workflow model. We carry through functional design and layered design system according to MVC design pattern and modularization idea. And at last we realize the workflow constructional module, the workflow engine module and the unified database interface with JAVA language.
