The trend that China's Multimedia Networks is developing to wideband and IP centered can not deny the fact that narrowband environment and operations in it will exist for a long time.Firstly, This paper introduces the narrowband video conference simply。And then introduce the relevant key technologies. The defects of the narrowband video conference have been analyzed. And then aim at the defects do the major research and optimization. the main contents include :Introduce the RTP and RTCP protocol, and based on a simple model of data transmission.Put forward a adaptive algorithm based on RTP/RTCP.H.264 video compression algorithm is described in detail, and based on narrowband video conference defects rate of H.264 for the optimization.A rate control arithmetic based on slip window which has lower compute complexity was proposed based on the defects of narrow-band video conference .Finally, summary the work of the thesis.And the need for future work in the future.
