This system is an extension of the security industry, and the improvement of the system of network video monitor. Traditional video surveillance system is curing equipment on the computer, does not show video monitoring situation anywhere and anytime, which makes reduce efficiency and has led to staff redundancy. Therefore, this traditional system equipment will be difficult to meet the fast-paced demands of customers with the increase in demand and the customers need a system that provide a faster and more convenient in use. The focus of this paper is realized through mobile client Video Monitoring.In this paper, the monitoring system client is a smart phone, which lands server through wireless network, apply data transmission, decode and broadcast, in order to achieve real-time, convenient and flexible monitoring requirements.In the process of achieving, this paper studys and achieves TCP\IP protocol, which make the client to achieve the purpose server, at the same time check a user name and password to ensure data security. When establishing connections, according to the customer's request ,server compresses the data and sends out. Then client decode data in accordance with the H.264 standard, convert into the corresponding format of the server, convert YUV to RGB to produce bitmap and broadcast. This paper designs a video player by development tools of EVC, achieves TCP\IP protocol and H.264 standard in software, uses double buffering technology to allow broadcast video without any flicker, and landscapes player interface.Through the realization of the system, expand the security industry services, while mobile client has better use, and technology to meet the needs of the living.
