Through the theory study and practical examining the the zhengqijie bureau and zhengyijie bureau, the author made the reasonable optimization plan for the lack of modules, nonstandard of data and so on.Through the implementation, the network structure is predigested and the efficiency of network operations is improved. In the actual operating process, the exchange equipment stability and the network put-through rate have been significantly improved which testify the effectiveness of the scenario and achieve the set targets. In this paper, the network optimization scenario has certain reference values to the PSTN filiales that have the network optimization needs.
