The fixed-line telecom industry is gearing up into the comprehensive evolution that forms the effective competition and makes the carriers to think seriously about the financial efficiency. Currently, the telecom business is transforming from service-centric to customer-centric, featured with the roll-out of individualized and profitable new applications. The legacy PSTN infrastrucuture is unable to catch up the transformation, so the fixed-line network must be updated with network intelligence rebuilding.The network intelligence for switching network is basically designed to improve the application provision capability to be more centralized, scale-based, and individualized. Upon streamlining the network topology, integrating the resources, upgrading and rebuilding the node equipment, introducing the new technologies, and optimizing the management process, network intelligence enables the better-efficient network and the open application platform.This thesis begins with why the intelligent user database (referred as"i-CAP"hereafter) plays an important role in network intelligence. Given that network intelligence is supposed to provide solution for new application deployment, centric user data management, PHS coordination, and evolution to NGN and 3G, i-CAP is right the entry point.In the following part, the thesis gives detailed analysis on how to design i-CAP from the perspective of signaling selection, interface design, process logic, and call process, based on the real-world case of my company.
