Military training evaluation is important parts of the management in the army. They have been done by handwork for a long time and have a lot of shortcomings, such as low efficiency, easy to make errors. Furthermore, they are no propitious to the operations of query, classify, collection and scientific analysis to the data. So they do not adapt to the digital, informational development of the army. It becomes an important part of military training management that uses computer technology software to evaluate military training and provide some feasible assistant decisions.The military training is scheduler strictly, so transaction scheduling algorithm is applied. It can avoid the catastrophic results that will take place by users wrong or careless operations.In order to evaluate and measure the military training results of units and soldiers, this paper uses quantitative grades to replace qualitative examine grades and it provides simple, practical and exact functions according to the military training evaluation models. In order to make accurate decisions according to the evaluation results, the conception of fighting index and the method of how to calculate its value are provided.In this paper, time slice arranging algorithm and space arranging algorithm are applied for arranging training schedule. The Difference Method is improved and applied for tasks assignment decision. We add nominal jobs and provide method for getting benefit values. So the unequal assignment problem is translated into equal problem. An improved Genetic Algorithm that takes selection strategy by combining individuals fitness proportion with maintains optimum is applied for resolving the problem of organizing fighters into groups. After comparing with standard Genetic Algorithm, it is validated that the improved Genetic Algorithm is more optimistic.This paper studied, designed the requirement-analysis, database and function module of the Training Evaluation System for Tank Unit, and realized training evaluation, accurate decisions etc module.
