For the purpose of agilely visiting internet and obtaining information and data in time, providing internet information access service for mobile device users has specific meanings and that will bring rich benefit for the website operators. The mobile devices and wireless network has much big difference compared with traditional PC machine and World Wide Web in capability and transport velocity. It means the WEB data can't be accessed by mobile devices through wireless network rationally. So, for the sake of obtaining much more economic benefits and efficiency and convenient for running and maintaining the website, the best method to solve the mobile access problem is using the existing website's data sufficiently to provide information browse service for the wireless device users just like browsing on a PC machine, while satisfying the rationality, efficiency, flexibility according to different access devices.Nevertheless, nowadays a great number of the internet data is HTML format web pages, those pages always have a large number of contents that is redundant or information irrespective or uncomfortably showed on mobile devices with small monitor, low capability(like video elements, frame elements, nested tables elements), and those pages also have no uniform standard format. If transport those pages to wireless clients directly, it couldn't display or has bad display effect. By way of fully utilizing data, it has a huge realistic meaning if we could make those HTML pages be adaptively accessed by the mobile devices.Now, there are some methods that could solve the problems of web page transform, mostly include markup language based transform method, dialog model and presentation model based method, abstract level based method, UIML based transform method. Those techniques have deep research into WEB data's transform problem with different devices and in different point of view and have some productions.For the sake of rationally utilizing resource, it required to storage only one copy of content to display for different devices, there is no need to storage more content with different format. Through the Cocoon framework could storage a great deal of information with XML files, that makes content and presentation separate, then those XML files be transformed by different switcher ,we could configure switcher to fit different display devices. For the part of HTML files that not fit mobile device to display we could define new filters and switchers to deal with, and also define display format and effect based on diverse mobile device, then the same content could satisfy different device users' display requests adaptively.A Cocoon based web pages adaptive transition model is proposed in this paper to construct web page transition server or agent by adding devices-adaptive switcher and automatic configure Cocoon pipelines and sitemap files. It mostly implement that use mobile devices which have XHTMLMP access-ability to access resources of the internet, that resolved the problem of web page resources cannot be accessed through WAP or have bad access effect. The key pipeline of the model added a Converter which can resolve problems like too long to present web pages on small screen devices, irrational layout, table nesting confusion by construct object model, divide object and regroup, that could satisfy semantic integrality and applicability.
