As the coming of Information Technology times, the quickly developing of IT (Information Technology) greatly changed both of our lives and learning ways. At the same time, many people involved in the Computer Games because of its strong narrative and immersion. What a beautiful thing if we could combine PC Games with learning content and let learners get knowledge through playing games. Then, not only can stimulate the interest in learning of learners, learners can also learn more than what they could get from other traditional learning ways, or even more get more effective learning results. Therefore, educationalists offered a new concept, which is Educational Games. Educational Games is different from normal Computer Games. Its essential purpose is for education but the expressional form is playing. It combined the knowledge and entertainment in one.The purpose of developing game-learning software is to choose a suitable learning content and develop a virtual study world. Students in this virtual-reality world could get knowledge according to playing games with great pleasure but not reading the stuffy books. They involved in the virtual world that developed by the programming designer. And work hard to pass the obstacle which designed by programming designer. In this way, they get the knowledge which relies on PC games. And if they want to get a higher level, they must learn more to arm themselves. Otherwise, the play is fail.Cult3D is a new technology which is used for designing virtual world. It has drawn greater attention of people. It is popular with its powerful interactive features. It is widely used in B2B and World Wide Web. But now, people could develop beautiful and virtual situated context with the tool.In this paper, we have studied the application and development of the 3D game-learning software. We also analyzed a lot of basically educational theory to prove the feasibility and necessity for developing game-learning software. Under the guidance of the basic theory ,We destructed a lot main technology that developing the 3D game-learning software with the tool 3DS Max and Cult3D.Finally,we summarized the law and technology in developing 3D game-learning software, with an example of development——To Drive safely and politely——a game which is to tell us the basically transport rules in the city.
