Radio resource management for mobile packet-based traffic, distinct to that based on the power control and the static resource allocation for conventional circuit-switched services, that adopts rate-control-based link adaptation mechanism and fast packet scheduling as well as congestion control scheme. The aim of these evolutions is to simplify and optimize the utilization of limited radio resource and to guarantee the Quality of Services of the served packet-based traffic according to its properties.The contents in this paper cover the investigation of mobile IP-based traffic characteristic, the load definition for the network bearering mobile real-time and non-real-time services, the analysis of system capacity for speech networks and peak throughput for packet networks, rate-control-based link adaptation scheme, fast packet scheduling as well as resource allocation under code scheduling, and so on.Firstly, the properties of packet-based traffic in wireless communication networks are analyzed theoretically, especially to high-light these differences between packet-based traffics applicated in fixed network and mobile network. The issues of traffic source modelling and corresponding parameter setting are studied for packet services with different QoS class, and then these traffic source models are simulated by programming.Secondly, the system load for speech, hybrid real-time services and non-real-time services are deduced by theoretical analysis, and then based on that the network capacity and peak throughput are investigated. The interference distribution characteristic in TDD-CDMA with smart antenna is studied as a stress. And the issue of load control and congestion control in HSDPA network are also researched.Thirdly, rate-control-based radio link adaptation is the key of radio transmission technologies in wireless packet network, the basic difference between RRM in packet networks and that in circuit-switched network.
