In recent years, with the rapid economic development of Yantai, local telephone networks are expanding quickly and the Internet telephone switching equipments are increasing dramatically. Not only the traditional voice business is expanding rapidly, but at the same time, intelligent exchange of business is developing rapidly, which results in an insufficient technical strength of switches maintaining. The failure of the switches can't be handled in time and the full network is difficult to be analyzed and managed effectively. Based on the above analysis, from the perspective of practice, this thesis perform a comprehensive research and development to improve the current switching network management. Through the establishment of a network management center with centralized monitoring, but not independent of each other, various network and exchange of business can be unifiedly monitored, operated and managed, equipment and facilities can be monitored and maintained centrally.Firstly, we have an extensive study on various technologies associated with the network management system and some fundamental principles of commonly used four switches in current Yantai telecommunications system. Based on the current development situation abroad and at home, we propose the establishment of local Yantai Network Monitoring System.Secondly, according to the standards of network management system, we propose the basic principles of building Yantai local exchange network management system based on the Yantai Unicom Corporation's internal situation. According to the head of the company's requirements, the network should be monitored and maintained based on different regions and levies. And according to the daily maintenance needs offered by switch maintaining person, we extract the detailed system hardware and software requirements, meanwhile based on the specific characteristics of Yantai local network, we design the system from the hardware configuration and software architecture. Finally, we demonstrate in detail the realization of centralized switches monitoring module in network management system. We design the background database in order to achieve centralized switches management, focusing on the design of the data table structure and the function relating to centralized management. We also explain in detail the design and function of the client, and prepare the client program's source code through the Visual C++ programming language. Through the operation of the monitoring system, the performance and scalability of the design are proved to meet the requirements and have achieved good results.
