In recent years, there were various Emergencies event of public occurred in China. From SARS to bird-flu, whatever threatens the wealth and the health of Chinese. After these events the government raises the high attitude to building Public Health Emergency Response System. Shanghai as one of the biggest city in China need the system as no time to delay. But how to make the highly agility and intelligent system is just in investigation. In China there are not such an intelligent system exists.To make the system more intelligent and more automatic. This paper proposes a solution of building Public Health Emergency Response System by combing Rule-based Reasoning with Ontology-based Knowledge Management. By using the Rule-based Reasoning, we can store the fact of the domain in a XML file by a structuralized way and creates the class of the fact automatically. It also use the open-resource program JBoss rules the Rete-based rule engine. By using the supply of XML form rule file, the architecture makes it possible to create the rules by user. The RBR architecture proposes by this paper can supply the Public Health Emergency Response System many functions. It can estimate the level of the event, choice a solution process for an event, calculate the history event to forecast the potential event.This architecture also uses ontology to manage the knowledge. There are many advantages to manage the knowledge by ontology. By using the OWL to describe the domain knowledge, it is useful to make the relation of knowledge clear. So it makes the match of the fact to the rule file more effective.This architecture uses component software technology to develop. It not based on the Public Health Emergency Response System. In this form it can not only support the Public Health Emergency Response System but also can be used in other domain. It makes the architecture more scalability and reusability.
