In alleviating the traffic jam, ensuring the traffic security and improving the transportation efficiency, the Intelligent Traffic System (ITS) had made the tremendous contributions. As the key component of ITS, the Vehicle Monitoring System (VMS) had been focused a lot. The accurate positioning and the Geographic Information had been regarded as the two essential components of the VMS. Global Positioning System (GPS) could consistently provide the real-time information on the accurate position, speed and time for global users. To be supported by the GPS, it's reasonable for VMS to provide the accurate vehicle position. Based on the geospatial database, the geographic information system (GIS) could provide the dynamic and full range of the geographic information. So, GIS should be applied in VMS to establish the E-map.The cigarette transportation in tobacco industry had features, such as most of the transporting vehicle need to be hired outside, the flowablity is unpredictable, and high values of the transported cigarette. So, it's necessary to establish a unique VMS to meet the practical needs for tobacco industry. This article had been focused on how to establishing and practicing the VMS in tobacco industry. It needs to mix the Internet, Database, E-map and Telecommunication technology. By functional modules like collecting and managing the business information, maintaining the hardware of the E-lock, inspecting the whole business process, executing the business logical, administrating the registration for authority, it fulfills the full range supervising over the whole business process of the cigarette. It helps to improve the efficiency of tobacco logistics and strengthen the administration on cigarette monopolization.Being the electronic information collecting terminal, the E-lock and associated hardware had applied a series of electromechanical techs, such as Global Positioning System, wireless Radio Frequency communication, and micro mechanicals. It made up by the Personal Digital Assistant (PDA), bar-code reader and charger. Based on the above mentioned materials, the whole-process supervising of the cigarette delivery could come into true.
