With the deepen of the progress of IT in education, the Digital-Campus project alongwith its correlative technologies and applications has became the focal point of the research in Informatization in universities. The Digital-Campus project orgnized all the information resouce in school and share them via network in order to serve the acitvities of education, scientific research, and personnel training, etc.The Geography Information System is an important part of Digital-Campus project, the paper degsigned a new type of WebGIS model to fit in the Digital-Campus system and implemented a proptype of it. The key features of this model includes: enhanced interoperability, open system structure and vector client.The emphasis of the paper is the research of GIS data interoperation and function interoperation. In the part of data interoperability research, the paper pointed out that the XML based interoprability specification is the most efficient way to resolve the data sharing problem in the loose coupling system of Digital-Campus by analysed the data sharing methods and specifications available noways. The G(eography)M(arkup) L(anguage) (XML standard of spatial data encoding) is employed as the data exchange intermediary in this specification. The GML can be style into many data presentation methods; the paper discussed the one which style the GML into SVG to publish the map in Web. In the part of function interoperability research, the paper introduced the Web Services technology into GIS to enable the interoperability. The Open GIS Consortium GIS Web Service framwork is the emphasis of theresearch.The paper also designed and implemented the prototype of NCU Digital-Campus WebGIS based on the concept model and employed some new technologies such as GML, SOAP, SVG, J2EE, etc. The System use GML as data exchange format; provide the SOAP interface; use XSLT to transform the GML into SVG; and structured on the J2EE open infrastructure. The final part of the paper represents the summary of the study and prediction of the future research.
