Network Instruction is a new kind of instruction, which helps accomplish the teaching activities by multimedia and network technology between teachers and students separately in different places around the world, and is the trend of e-Learning. Web-based CAI is the main form of MGAI and the foundation of future teaching resources development.This paper studies deeply in the development of modern network instruction provides an and provides a new model of web-based CAI issue system, and algorithm for forming online test paper, formula and dynamic programming methods of the model. The system consists of three parts: a whole online teaching system for teaching, an auto-test system for testing and a support platform system for management. In the teaching system, specialists and teachers convert knowledge into hierarchical metadata, and then release it with interface. Students learn the courseware by browser. In the testing system, testing papers are generated by the system, student establish personal study model by test. In this paper, a LZCU CWIS system—The Courseware Issue System of LanZhou City University—has been designed to realize the model mentioned above.The LZCU CWIS system uses UML to analysis and design. Microsoft, the system Based on .Net. which represent the object-oriented is the latest architecture of is realized by ASP.NET and C# the most popular language, and uses Web Forms model to separate three layers to solve the problem of dividing from content to shape, and use ADO.NET to control database, includes a good algorithm for forming online test paper. The LZCU CWIS system resolves problems of traditional network teaching system such as methods of courseware-creating, individualization of long-distance teaching and insufficient preservation and accumulation of teaching resources, and so on.
