With China's rapid economic development, human resources play a decisive role as a central element in promoting sustainable development of enterprises. In order to survive and develop, the enterprise actively keeps looking for the personnel with initiative, creativity, independence and responsibility;in the other side, in the situation which labors have become market sources and college enrollments have been great expanded, more and more people rely on a variety of recruitment channels to find employment. Recruitment channels become the key medium to connect both sides of enterprises looking for personnel and workers looking for jobs. However, traditional human resource recruitment has become barriers to the recruitment work due to its high cost, inefficient and difficult to fully understand the quality and ability of the job seekers. Therefore, to make full use of information and communication technology to develop online recruitment, will be the good way to realize the effective recruitment.As an important part of the online recruitment, quality assessment is an interaction between the recruiters and the candidates and is the active behavior for both sides. Recruiters are able to observe the quality of candidates, and candidates can clearly know their ability whether to meet the requirements of the position or not by this way. In addition, quality assessment enable both sides make more focused, which raises working efficiency. After the initial matching and sifting work of the system basic data given by both sides, the recruiters can carry the further interviews (including long-distance interviews.)Based on the research and analysis of recruitment, the technology of computer, intelligent agent technology , remote interviewing techniques and other related theoretical knowledge, firstly, the thesis shows the design requirements, determines the design goals, and builds the online recruitment system which focuses on services topic (Quality Evaluation); Secondly, the thesis highlights the key issues of soft development. According to the total flow around the system, the thesis designs knowledge base management subsystem, intelligent agent subsystem, the remote desktop (interview) management subsystem, and evaluation papers management subsystem; Thirdly, it focuses on the process development and data utilization of the quality evaluation (assessment test paper) function module, remote desktop (interview) control function module and position fuzzy matching module. In addition, the thesis offers an instance of the test on the processes application and examination management system and suggestions for the improvement of system performance which is based on the system security policy and B / S structure. Finally, the thesis makes a preliminary study on how to get closer to user needs, further improve system scalability and how to improve the online recruitment system.
