Water safety monitoring is a automation technology which is to meet the needs of flood control of rivers, reservoirs, hydropower plant, towns and use modern technology to conduct real-time information collection, transmission, processing and forecasting. It is an effective solution to rivers and reservoirs flood forecasting, flood control, and rational use of water resources.It plays a major role in flood control of rivers,construction,reservoir safety in the flood season and power plant in economic operation and has been widely adopted by the countries of the world.The establishment of safety monitoring system that can master upstream flooding quickly and accurately and is very necessary to the safety of the flood control of reservoir.It will provide reliable information to the departments timely and basis of decision-making for taking precautionary measures.Particularly in flood forecasting in construction period,it will enable the construction sector to take effective measures before the onset of the flood to make the loss of flood disaster a minimum.Nierji Hydrologic Hinge Project is a large control project and mainly for flood control and water supply to industry and agriculture. Not only it is responsible for the safety of two sides of farmland of the downstream of Qiqihar City and the Nierji to Qiqihar, but also it has a greater flood control benefits to the downstream of Nenjiang River and the city of Harbin in Songhua River. At the same time the project is also an important water source project to realize the "North water transfer to the south".This system is to develop and design an actual project.Through the survey and analysis of the environment of Nierji Hydrologic Hinge, the use of modern embedded technology,we use PXA255 processor based on the XScale core for the hardware system core,transplant embedded Windows CE operating system and develop corresponding equipment drivers and system applications.This system now has been tested in Nierji Hydrologic Hinge for 3 months and running well,receiving an excellent feedback.In this paper,based on construction and practical domestic application in the field,we focus on safety monitoring system hardware and software design and discuss the relevant technique.
