Railway transportation occupies an important position in the national economy. Along with the development of our economy, the railway has already gone through speed-raising six times. Speeding up the development of information-based railway and ensuring the safety of travelers' lives and properties has become the emphasis of the current railway construction. That the train's traffic safety monitoring system can detect and diagnose the parts which malfunction frequently, the positions which are hard to detect and judge and endanger execution safety when they malfunction, and the positions which can only be detected in execution has become more and more important for the traffic safety. It makes great sense to elevate the level of automation of the monitoring system and improve the system reliability.Since the traffic safety detecting and diagnosing system has already been rather mature, the exploitation of remote monitoring system becomes the emphasis of the study of current monitoring system. In this paper, firstly introduce .NET and the correlative techniques, and then make demand analysis adopting the idea of software engineering, and then carry out the system function design and database design on the foundation of the first two steps. Aiming at the system characteristic and according to the principle which data is separated from operation, measure off the system layers and confirm the mixed model architecture based on C/S and B/S. This paper analyzes and designs the system frame which offers the basic environment supporting all kinds of application software exploiting and running, and then utilizes the module technique to design and realize the system presentation layer and the middle layer.This paper builds the experiment environment based on the current railway situation and utilizes .NET technique and SQL Server database to carry out a detailed design for the kernel of the traffic safety remote monitoring system, which are monitoring terminal, centre control program, Web inquire, and database. Optimize the system based on the particularity of the railway industry, improve the system performance using the XML technique, and elevate the system flexibility and expansibility with the idea of modular design.The research of this project probes into the .NET application in communication and transportation industry and offers a reference to this industry's information-based construction.
