With rapid development of modern information technology (especially network technique), management and transfer speed of information has broken through limit of time and space, network and globality are inevitable directions. E-commerce which takes Internet as a carrier, regards two trade parties as subjects, uses bank electronic payment and settlement, relies on client data, has quickly changed the traditional commerce operational mode with unexampled advantage and immutable direction. The tremendous development of E-Commerce has caused revolutionary change of traditional trade, which brings not only chances but also challenges to revenue. The appearance of E-Commerce has promoted trade and increased revenue, also it has brought new demand to tax system and management mode. Tax revenue of E-Commerce has become a hotspot all over the world, and many countries research on this problem with plentiful manpower and material resources.Based on analyzing traditional taxation business process and characteristic of E-Commerce, using Petri net as a means of description, establish the model of E-Commerce taxation business process, and do correlative analysis and validation in virtue of matrix equation. Meanwhile apply mobile agent technology into taxation field under E-Commerce, combine the proposed Petri net model and technical predominance of mobile agent, construct the simulation system frame of taxation under E-Commerce, complete detailed design of the simulation system, and carry out the model on the platform of Aglets provided by IBM.The result of the emluator indicates: the model has achieved integration management of trade and taxation under E-Commerce. As soon as the payment transact of sellers accomplishes, taxation will occur. The taxation process is completed through the movement of revenue payment Aglet between bank platform and revenue platform, and relevant service programs. The simulation system could respond to effective requests and give prompt to familiar mistakes. It has supplied an effective method to solve the problem of taxation under E-Commerce, which could offer a heuristic way to the taxation under E-Commerce whole revenue system, as well as has an active sense to taxation innovation of traditional commerce.
