In order to carry out the tax-control thought of elaborate management which isput forward by the General National Tax Bureau, strengthen the science-technologytax management, combined with the actuality of our bureau, I developed theMultiplex Electron Declaration Rate-paying System (MEDRS) on the basis ofSoftware Architecture, Internet data transfer protocols, middleware technologies, security mechanisms according to electronic government affairs principle, whichprovides a practical multi-methods network-based tax management plat roof fortaxpayers to tax declaration and collection. Key points solved in MEDRS are asfollows: Firstly, efficiently solved the problems of coupling degrees and thecomplexity of system design of the MDERS by using client/server style, three-tierstructure style and layered repository style, especially the later two. Secondly, theheterogeneity of database and electronic payment joint has been solved by adoptingmiddleware technology. Thirdly, a secure and efficient protocol model of electronictax which has characteristics such as secrecy, accountability, integrity and fairnesshas been designed on the basis of the analysis of the whole tax declaration flow.Fourthly, the point-to-point simultaneous transform problem has been solvedthrough the windows socket criterion and TCP/IP protocol which also help toimplement the dynamic link library of data security and electronic signature. Thedata disaccord problem in the electronic payment has been dispelled throughchecking before deal and on the end of business day. Finally, the thesis indicated that thin web browser client based on J2EE, XML,data warehouse, WEB (BEA WebLogic),JSP/Serverlet is the direction of futureelectronic tax. It is very practical and worth of referring for electronic taxapplication at the preliminary stage.
