How to evaluate the parameters of the items to obtain their information of thedifficulty and discrimination is an important problem which must be resolved in buildingof an item bank. Under the background of building a new item bank management system,this paper applies Item Response Theory as the directing ideas for evaluating theparameters of items, builds an exact, universal and convenient item evaluation module.Firstly, this paper introduces Education Measurement, Classic Test Theory, ItemResponse Theory and so on, also describes Least Square Method and Genetic Algorithm.Secondly, it analyses the requirement of the item evaluation module which is one of thekernels of an item bank management system, and provides the model's architecture and thefunctions of all the sub-modules. Thirdly, the paper focuses on introducing the primarythought for evaluating item which applies IRT as the directing ideas that has beenimplemented by GA, and describes the way to improve the basic algorithm with Niche GA.Then, the dissertation introduces the process to implement the item evaluation module withthe improyed open source software JGAP within the environment of Java in detail. Finally,it introduces the instance of comparing with manual index; business software and x2 test tomeasure and analyze the computation.This item evaluation module referred in this paper has been deployed in an Item BankManagement System for a TV & Radio University. This method under the direction of IRTconquered the shortage of Classic Test Theory in item evaluation. It promises to be helpfulin the design and development of the similar item bank and CAT Management System inthe further.
