The Information System Of Municipal Audit Bureau Based On ASP Technology

Nowadays, with economic development and continuous reforming and opening of China, computer information system and network technology comprehensively used in areas of financial and accounting management. The fact that many audited units cope with accounting and financial affairs by use of electronic technique presents a challenge for auditors: the conventionally auditing method by paper has adversely affected performance and efficiency of audit. Therefore, to better adaptive auditors to the increasingly changing environment, it is necessary that auditors strive to learn and use new knowledge and technique, particularly those concerning to information and network system. To achieve it, audit institutions need to realize the importance of audit based on information and network technique. At the same time, government agencies of all levels should strongly push the electron construction process of governmental affairs. "The gold audit engineering" is a good framework in audit. On the basis of it, municipal audit institutions should do their best to construct own information system integrated in to "the gold audit engineering" according to their demand and conditions.However, taking consideration of municipal audit institutions, especially county audit institutions, who lack of sufficient human and financial resources, how to make use of existing resources to effectively accomplish this system with easiness for use and convenience for maintenance becomes a key issue.The paper will analyse the current audit information system development and its trend, along with the main difficulties, according to the specialty that the flat structure of municipal audit institutions and auditors computer's weak knowledge foundation, and combining superior organ's implementation request for "the gold audit engineering", respectively introduces the contents from the user requirements, such as the local area network's (LAN) layout, selection of software and hardware, the system function description, method of carrying out, and technique and the parts to be realized etc.First, the mode of realization is browser/server structure which give priority to the local area network, with the "ASP+SQL" based on IIS technique. Then it expounds how to select software and hardware for setting us a local area network in detail. Thirdly, the user requirements are decomposed into several subsystem such as management of personnel matters, management of writs, management of documents, management of items, management of audit plan, management of statistic, management of audit objects, management of laws and rules' database in common use, management of information and resource, communication in intranet and so on ,the flow sketch maps of every function module are described by use case. Finally, the management of audit objects and the management of laws and rules' database in common use are programmed to be realization. Contraposing the problem of connection and application, this system adopts project of "1 vs N" based on the synthesis of products developed by the National Audit Office, superior audit organ's and others municipal audit institutions, and it becomes easier to the maintenance of the system's software and hardware by county audit institutions themselves taking consideration of scarcity of their finance and manpower resources .
