Previous attempts at distributed computing have yielded systems where the coupling between various components in a system is so tight that flexibility and expansibility are weaker. These approaches require too much agreement among systems from different organizations to be reliable for a few changes. Meanwhile, the current trend in the application space is moving away from tightly coupled systems and towards systems of loosely coupled, dynamically bound components. The Web Services architecture describes principles for creating dynamic, loosely coupled systems based on services.Web service is a new field in computer technology. We need to replace the current models of application design with the Web Services architecture, yielding systems that are more amenable to change. With Web services, information sources became components that we can use, re-use, and match to enhance Internet and Intranet applications.E-government is the growing trend which changing the way government works. Examine-and-approve is the more importance part of e-government. Combine the technology of web service to Examine-and-approve system of e-government, and research for Web Service-based examine-and-approve Model of e-government. Such things are also what we do in this paper.The following is the main work in this thesis.1) On the basis of analyzing synthetically the developing general situation of Web Service, research the key technology of Web Service. Here are some fields we have covered: XML, SOAP, WSDL, and UDDI. Several rising standards in these fields are studied, and relations among them are indicated, and the trends of them are prospected, all of these make the foundation for our researching.2) Based on the work mentioned above and requirements of Examine-and-approve of e-government, we put forward a feasible framework for Examine-and-approve system of e-government, namely "Web Service- based examine-and-approve Model of e-government". There are a lot of characters in such a model, such as expansiblility, flexibility, and so on.3) Implement a Web Service-based examine-and-approve system, which provides simple flow control and simple function. The aim of the system is to test the rationality and feasibility of our Web Service- based examine-and-approve Model of e-government.
