Dynamic e-business is the next stage of evolution for e-business. Its supporting technology is Web service. Web services are a new breed of Web application, based on open,implementation-technology-neutral standards such as XML,SOAP,WSDL and UDDI. They are self-contained,self-describing,modular applications that can be published, located, and invoked across the Web. Web services Architecture is a new model of dynamic distributed computing, which is especially suitable for e-business. In this architecture applications are encapsulated as Web services to publish, which can be discovered or invoked by other consumers and companies crossing different object models, operating systems and programming languages, thus the Web will become a platform applying not only to information, but also to services. With the development of e-government,government electronic procurement is rapidly developing as a major application of e-business. Based on Chinese present situation, the government electronic platform,e-ProcurePlace,has been designed and implemented. To create, deploy, and host Web services for e-ProcurePlace,can attack the integration and infrastructure complexities of B2B and achieve the vision of dynamic e-business.In this article,we discussed the Web services and how to apply Web services on e-ProcurePlace. First,we introduced the concept and architecture of Web service, analyzed the core technologies to construct Web services,XML,SOAP,WSDL and UDDI,in detail. Then,we discussed the design and the implementation of Web services on e-ProcurePlace. At last,we gave an implementation of a Web service on e-ProcurePlace,query product information by ID.
