Study On Pubilc Lending Right System

With the development of Intellectual Property industry, the International Intellectual Property protection has intensified. The foundation of public lending right system(PLR system for short) in some of the western countries and the promulgation of EC92/100 draw our attention. The foundation of the system has exerted an important impact on the development of culture, especially on the field of library. The thesis introduces the main content of PLR and the general situation of PLR in western countries, brings in a detailed introduction of 6 exemplary countries' PLR, and sums up the different opinions on the PLR of domestic scholars. The author cherishes positive attitude towards PLR. With the current condition of China under consideration, she reaches the conclusion that it's not yet proper time to install such an institution in China at the present time. Many methodologies are employed in this research, such as statistics and analysis, comparison and analysis. The goal of this thesis is to get an allover introduction of the PLR development overseas, and provide academic reference for the establishment of PLR in our country in future.
