China's fixed telephone network is a digital one which makes use of switch circuit exchange technology. Up to date, it has undergone 20 years with users exceeding 300 million since its foundation in 1980s. However, the development of telecommunications corporatons is restricted by the original deficiencies of service open and service trigger in fixed telephone network. Therfore, it is urgent to improve fixed network intelligence in order to adapt to the rapid development of telecommunication technology, to meet the constantly changing needs of the market, to maintain the original investment in fixed network, and to take full advantage of the capacity of existing fixed network. And that is the reason to make fixed network intelligence as a question for discussion.At present, there are mainly four schemes of fixed network intelligence: switch, intelligent network, service platform and NGN Soft-Switch. However, none of them can fully support the demands of service open and service trigger because each has its own deficiencies. Therefore, a new scheme of fixed network intelligence based on SHLR is proposed. The idea is to separate user attribute data from the bearer network. That is, to build a new network element --Smart HLR (SHLR) which stores user attribute data. By realizing signaling switches of fixed network switching system and SHLR with extended protocols such as ISUP, it realizes inquiry of user attributes and service triggering.In the implementation of fixed network intelligence based on SHLR, SHLR access method is the key. Currently, main access methods include: Local Switch + Tandem Switch access as agent, Tandem Switch full access, Local Switch access through SSP and Soft-Switch full access. Comparing the above methods and taking into account of the structure and characteristics of the FJ-telecom network, the first method Local Switch + Tandem Switch access as agent to the SHLR is chosen for the FJ-telecom fixed network .To realize the method of Local Switch + Tandem Switch accessing the SHLR as agent in the FJ-telecom fixed network, all local switches need to be altered to acquire the capabilities of accessing SHLR and re-routing. Among several types of switches, research of switch alteration is focused on FETEX-150 Digital Switching System, that is, to realize fixed network intelligence design of Local Switch + Tandem Switch accessing the SHLR as agent with FETEX-150 Digital Switching System.The first step is to confirm whether local switch alteration is affordable through analysis of the cost of SHLR implementation. The second is to implement SHLR related functions in FETEX-150 Digital Switching System, including the design of trigger, routing, fault handling and maintenance function etc. The third make the existing network adapted to SHLR. During the implementation process, experiments were first made in some spots and then extended to the whole province. The fourth, analyze the performance of the altered FETEX-150 Digital Switching System: processing ability, signaling load, connection rate, call delay etc. If the system runs normally, the alteration is successful. The last, deal with the problems which might occur after the SHLR adaptation, thus finally completing the implementation of Local Swith + Tandem Switch accessing the SHLR as agent with FETEX-150 Digital Switching System.Business application is the key to determine whether a technique is successful. The benefit brought by SHLR could be illustrated from the profit analysis of universal number function and color ringing function, which are two representative applications using the SHLR technology. Network integration is a forever topic of future network develop, telecommunication network will also approach toward multiple network integration in order to provide various services to customer. In a long run, SHLR will be the bridge from existing fixed network to NGN. It will be the base for amalgamation of fixed network and mobile network. So the research in fixed network intelligence based on SHLR will continue even further.In fixed network intelligence design and its implementation in FETEX-150 Digital Switching System, I worked as the leader and organizer to realize fixed network intelligence by using Local Switch + Tandem Switch as agent accessing the SHLR in existing FETEX-150 Digital Switching System, analyze the system performance and support the system maintenance for changed system.
