In the 3G mobile telecommunication system,the high layer protocol module in RNC controls the whole system,so a good design of the protocol module is of great importance.At the same time,many key technology and algorithms that will affect the system capability have been involved in the high layer protocol.Among these algorithms,the soft handover algorithm has a great impact on the system capacity and the quality-of-service (QoS),so proper design of handover can ensure the system performance.The design of high layer protocol module and the involved soft handover algorithm is mainly studied. A design project of the protocol module is presented,and different sub-modules,the interfaces of outside and interside are introduced,including the interface message and flow order.On the base of simulation environment,four different soft handover algorithms have been considered,and a new algorithm triggered by Ec/Io is introduced.The old and new algorithms are compared under the same propagation conditions,and the handover performances are observed in terms of system resource efficiency including mean active set number and active set update rate and quality of service such as call outage probability and call blocking probability.The simulation results shows that the new algorithm will bring much less active set update rate and lower outage probability,so it will bring much better QoS.
