Network consumers want to know whether their money paying to ISP corresponds to the performance they receive. The scheduling arithmetic implemented in switching point is one of the importance instruments to solve this problem. Actual network background decides that the scheduling arithmetic implemented in core network switching point must accord with the features that there are immense numbers of flows and huge flux. Except it, we also hope that the relation between users' paying money and their receiving performance can be linearity. Because of not dealing well with the relationship between the arithmetic's requirement in network instrument and the control extent on network, the arithmetic people advanced before is not good enough. Based on these, we do a research on scheduling arithmetic and do a simulation to validate it. This article's arithmetic adds the control function in each link on the base of those arithmetic people advanced before. We can control the bandwidth which is occupied by each flow in the links it passes through by introducing some new parameters. Except it, this arithmetic also introduces new parameter in network's routing portion to control the distributing state of each flow in network. By doing this, we can do the best to make the quality of service user gain from network have nothing with his topology position. So the relationship between the money user turned in and the quality of service user gained can be linearity approximately. In this article, we also implement the arithmetic in ns2 platform and simulate it. Restricted by the ability of programming, the article only does simulations in some simple configuration and scenes. But these simulations can validate the arithmetic's anticipated functions basically.
