With the development of the knowledge economy, technology transfer has become one of the most important methods to promote the technological innovation and improvement. It is the main trend for international economy to develop high technological industry, re-adjust and optimize the industrial structure, and accelerate national or regional technology and economic development by means of promoting technology transfer. Facing that challenge, each region in China, with the help of the government, successively carries out coping mechanism and strategy—built regional technological exchange platform. Therefore, electronic information technology transfer platform of Beijing Education Committee is put forward, and what this thesis is to research is just a sub-subject of this platform.Firstly, the thesis analyses the feasibility of the framework, introduces the idea of J2EE multiple levels framework and uses the comparative mature lightweight J2EE open source framework. J2EE platform provides favorable portability, stability and operation efficiency for the system that refers to in this thesis. Using Hibernate—as to explore permanent data and using Spring in framework integration, which have lowered coupling of modules and simplified transaction processing and make the system possess open and universal.Secondly, by researching the crucial retrieval technique of the system, it is found that if using the traditional retrieval technique, it will be difficult for users to find the required resources and implement semantic share of information resource quickly, for information resources lack identical semantic description. Therefore, against the disadvantage and shortness of the traditional information retrieval technique, this system brings forward an idea of using ontology to realize semantic searches, and researches into the crucial technique of implementing semantic searches, including comprehension of ontology concept, the sort of ontology, the construction principle of ontology. Meanwhile, to realize the share of technology between machines, this thesis introduces the technology expression language recommended by W3C, and studies the ontology search technique, Jena, which is based on ontology engineering API.Thirdly, basing on the ontology theoretical technique, this thesis constructs ontology module of computer software field, which can use the sufficient relational expression of ontology to express the semantic which can't be expressed by traditional crucial words matching. Besides, the design and the implementation that is based on Jena and supports OWL DL ontology searches tool is generated.Finally, this thesis designs the prototype of computer software technology transfer platform, applies the field ontology and search tools to the platform, which well implement.
