All the people in China are waiting for 3G as it seems all are ready. Actually there are still some pending issues. QoS is one of them. How to build a leading service network? How to build a network with excellent QoS? There is direct answer now. This paper focused on QoS strategy in UMTS Core and target to find a way to apply and achieve it.The UMTS basic structure was introduced at first, then the QoS system was analyzed and how to apply the QoS policy in UMTS network was explained. There are four types of QoS in UMTS network: session, flow, interworking and background. Actually, the same QoS policy will be used in all UMTS sub-networks. In UMTS core network, QoS policy of SGSN&GGSN should be consistent with the policy of UTRAN, and the policy should be supported by IP network. It must be mentioned that QoS policy is much related to network node function, and implemented by some process such as service register and service handle. All policy use some parameter field of QoS message to transmit QoS requirement to network element, and those elements use some function module for QoS control such as CAC. The CAC can be controlled by the configuration of our device.QoS is not only a network process but also an object and requirement of network evolution. Based on the result above, how to apply QoS in core network plan and optimizing was discussed, which included how to assign the network resource, how to configure the parameter when we do optimization, how to analyze the network performance and trace the protocol message.In general, this paper can be helpful to engineer for outline of UMTS QoS definition and application principle. Due to lack of large-scale UMTS practice, there must be some to be improved in the future.
