It runs in nearly 2,000 cities.China's EMS is developing accompany by some deficiencies. Some offices or drops violate business regulations and write less mail's weight to reduce the charges to attract customers and increase business. The result is that the EMS's income is disproportionate with growth in business volume. If things go on like this, it will seriously hamper the development of the Post Courier healthy and orderly. It is imperative to establish a audit fee system.In this paper, we research the Courier Post's current process and direction deeply .After that we analysis and design the audit fee system : Firstly, we briefly introduced the use of the system and related technology focusing on the analysis of the C/S structure and database; Secondly, based on the specific circumstances of Tianjin Post courier system, we analysis the business need and business process .Thirdly, we design a system architecture and operating platform which focusing on the realization of system functions and database construction. Finally, we have a prospect on expansion of the system. This system includes production operations, audit fee, business statistics. There are four main functions: system configuration module, production operation module, audit fee modules and statistics module in the system. We can resolve the issue, reduce greatly mail processing time, improve production efficiency and strength the business management by using the fee audit system. We also prepare for its upgrades in the future and provide the interfaces with other systems. The system not only is helpful to the EMS development healthy rapidly but also can be applied in other Logistics fields.
