The theory and the system of intelligent control are developing fast. Intelligent component is more in the in the intelligent control system. Many kind of intelligent production have been coming out, such as intelligent building, intelligent home appliances, intelligent transportation system, intelligent network, etc. They provide possibility and demand for studying of intelligent-evaluation for Intelligent Control Systems.Intelligent-evaluation for Intelligent Control Systems is a quantitative evaluation that is calculated according to some evaluation index system and algorithms. According to the features of ICS, evaluation index system contains 5 first grade indexes: System Architecture, intelligent controller, intelligent receptor, intelligent actuator and the effect of intelligent control. Every first grade index is subdivided into some second grade indexes. Every second grade indexes is fractionized into some third grade indexes that can be evaluated or measured direct. By this time evaluating or measuring third grade indexes is a problem not resolved completely. In this paper coincidence rate is used to represent the level of third grade by black box testing. There are different evaluation algorithms such as comparability-IQ, absoluteness-IQ and dispersion-IQ. They have different emphasis points, functions and difficulty degrees. The date direct measured or evaluated is transformed into intelligence quotient of Intelligent Control Systems by comprehensive evaluation.The standards for evaluating intelligence of intelligent household appliance are drafted for market needs, mainly about washing machine, refrigerator and air-condition.A large number data need to be processed in the process of Intelligent-evaluation for Intelligent Control Systems. If it works by hand, it must be laborious and fallible. So software for intelligent-evaluation for intelligent control systems is developed.
