Along with the boosting of the communication technologies, the mobile communication networks now can support multimedia services such as voice, video telephone, high speed internet access and mobile computing. Because of the limitation of wireless spectrum and user's mobility, the conflict between finite resources and the improving QoS requirements can't be avoided. Radio resource management (RRM) plays an important role in coordinating this problem. The load control and packet scheduling algorithm in RRM can act positively when the network is under the circumstances of congestion. Since it's not easy to recover from it and bad effect will be originate from it, the precautions against that will be more effective than taking actions after that. The CAC scheme in RRM has been widely and deeply studied in recent years. Because it can manage congestion well by considering directively the number of users in the network through giving admission for the user's accessing request at the very beginning. It can also improve resource utilization and the QoS of existing users, which result in stable operating of the whole network.This paper focuses on the CAC scheme and other related work. Most of the traditional CAC schemes which consider only connection-level or packet-level parameters are insufficient, because the new characteristics of multi-media traffic address improved QoS requirements and the incoherent between the logic capacity and the physical capacity of the network. This paper firstly abstract the essence of the multi-media traffic, following with deeply studying on the relationships between user numbers and the packet-level parameters, finally deriving a useful ways of analyzing traffic performance in packet networks. Because it'll be more embarrassed to turning down an hand-over call, the CAC schemes we promoted provide priority for it by reserving resources. The scheme also pays attention to the differences of the real-time and non-real time traffic, the shared buffer queuing system are used. The CAC scheme is accurate and practical for certain packet traffic which requires strict delay performance.
