Study On Purchasing Electronic Publications In Library

Electronic publications have been favoredby libraries as well as users because of their functions and capability of remote searching. To some extent, electronic publications can not only satisfy users, but also improve service means and levels.The rapid development of electronic publications make libraries attach more importance to building electronic collections. Purchasing electronic publications involves many sectors. We must think carefully how to construct and develop electronic collections.To begin with, this paper introduces definition, inscape and types of electronic publications and influence on purchasing works of library. Then, Purchasing problems of electronic publications analyzed and summarized. It includes the purchasing principles and evaluation criteria. Next, the author probes into the purchasing models in purchasing publications. At last, the strategies for persistent and whole some collection development are emphasized.This paper is divided into four parts which contain the following ideas.The first chapter analyzes introduces definition, inscape and types of electronic publications. According to electronic publications management regulation of China's News Publication Office, We define electronic publications. This chapter introduces inscape and types and characteristic of electronic publications. We analyze influence on purchasing works of library.The second chapter analyses and summarizes purchasing problems of electronic publications. It includes the purchasing principles, evaluation criteria. At first, some principles must be followed, such as pertinence principle, system Principle, coordination principle, etc. Then, Objective judgement and evaluation criteria in purchasing electronic publications should be developed. Electronic resources can be evaluated from content, search system and function, services of publiser/database producers,, use and access, value and cost-efficiency, archiving and backfile, etc.The third chapter discusses purchasing models for electronic publications. Models of purchasing mainly comprise single library self determination purchase and consortium purchase. The chapter probes especially into consortium purchase. It has become main purchasing models of Occident developed countries because of its advantages of price and talent. In China, we take consortium purchase model in importing foreign electronic resources. We analyze that consortium purchase bring up advantage and that electronic publications purchasing works exist some problems at present.In the last chapter, We must pay attention to some strategies in purchasing electronic publications. We must satisfy demand of reader who are in various age, hierarchy and subject, set up venture fund and developing fund, insure the continuable development for purchasing electronic publications.
