The Information Control System Of The Independent Innovation

Independent innovation is a large systematic project, consisting of three levels of enterprise, market, and society. Each level also includes many non-linear order parameter, such as science and technology, economy, politics, culture, education and legal system, etc. Meanwhile, order parameter themselves are a hierarchical and component system. In fact, independent innovation system can be said to be a large system with grand scales, complex structures, comprehensive functions and numerous parameters. In the perspective of control theory, the process of various activities in objective world conventionally is made up of three kinds of flow: the material flow, the energy flow and the information flow. The independent innovation system also includes the above three flows. Accompanied with the increase percentage of science and technology in economy and the infiltration of information technology among a variety of fields, the scales of control and meaningfulness of information flow is becoming more and more important than material flow and energy flow.This thesis attempts to construct a controlled, hierarchical and coordinated information control system in the large independent innovation system. That is, innovation information is being controlled as the core competitive power, the economic increase and the harmonious development are treated respectively as the target at levels of enterprise, market and society. The overall independent innovation system can be an intelligent hierarchical control in the large complex system, displaying as information interaction, structure controlling and harmonious development. When this independent innovation system is constructed, not only can our country be built as an innovative country, but also our independent innovation ability will be largely improved. In addition, our country can be made develop independently rather than exist at the bottom of the word industry chain.
