Along with the rapid growth in demand for Information Systems, cooperations increasing at home and abroad, the project development become more complex both in business and techniques. Facing the constraints of cost, time, and quality and so on, software providers need to abandon or postpone certain non-critical requirements that can simplify the design and implementation of target system to accelerate the development process in order to shorten the time to market. The developer should prioritize the requirements and choose appropriately from the functions defined in ideal target system and the functions realized in actual system, which needs certain selection methods provided to assist the requirement triage. However, the requirement engineering has a slow progress both in the approach and process of requirements triage.In the basis of theoretical research on requirement engineering, this paper mainly focuses on the requirement triage, and the long overlooked requirement triage process. A requirement triage process model named RTPM is introduced, which contains of Requirement Structuralize Phase (RSP) and Requirement Triage Phase (RTP). RSP mainly focuses on analysising the factors influencing the requirement triage and forming a structured requirement list which serves as the input of RTP; RTP mainly focuses on selecting a subset from the requirement list. RTPM is based on the Win-Win Negotiation Model that provides a framework to assist the negotiation among stakeholders. The Q-Methodology is introduced in the RTP of RTPM to analyze the win conditions, which mainly used to explore the dominant perceptions or patterns of thought within individuals and among groups. It also helps measuring the extent and nature of agreement on requirements among stakeholders. The analysis of the results of using Q-Methodology also helps to reduce the requirement win conditions and do other requirement triage activities. Finally, a tool is designed to assistant the establishment of requirement triage environment and improves every activity in requirement triage process executed sufficiently.
