In order to improve the reusability and interoperability of the simulations, the US Department of Defence launched the modelling and simulation plan in 1995 and aimed to construct an open and generalized framework of simulation technology. High Level Architecture is the key of this framework. The Run-Time Infrastructure is the software implementing the HLA Interface Specification. It is necessary to carry out the function and the performance test on it just like all other software products. At present the function testing method mainly aims at HLA v1.3 standard. To design function testing process which is specifically for IEEE 1516.1 standards for the RTI software is necessary. Different simulation applica tions request different performance requirements,so it is it is necessary to carry out the performance test on the RTI software. There are many performance testing methods,so it is significative to research on it.A series of universal testing process is designed in this thesis to test the services(Federation Management, Declaration Management, Object Management, Ownership Management, Time Management and Data Distribution Management) provided by RTI to verify the consistency of RTI and IEEE 1516.1 standards. Otherwise,the methods to test RTI's attribute latency, throughput, data loss is researched and designed simply in this thesis. For validating the practicality of the function and the performance testing methods, idiographic RTI software is tested in this thesis.
