Following the wide application of the instant communication, it has become the big application of Internet after the email. The current system of the instant communication can support kinds of applications. Now, there are several frameworks undertake the research about instant communication, Presence technology and correlation multimedia communication, but they can not form the uniform standard protocol; and the current research is mainly in the IPv4 environment, not concerning the IPv6 environment; and they do not concern the stateless handover and transfer roam between multi-access technologies. In addition to, the current multimedia application such as instant communication,data,video,audio and so on is mainly personal communication application in Internet. It can not controll the communication well, and can not guarantee the quality of the service, and lack of count system.In this paper, we design and implement a multimedia session system supported multi-access mode after we deeply study the SIP,SDP,MIPv6 protocol and their application, as well as correlation knowledge. This system includes four modules: the motion management platform supporting multi-access mode and including the MIPv6 motion handover management and the integrated SIP and MIPv6; the multimedia services system including kinds of communication mode such as text,audio,video,data,file and so on, and supporting multi sessions in text and audio; the AAA management implementing Authentication, Authorization, Accounting and including client and server; the QoS faction applying to real-time stream session, which can self-learned adjust according to the change of network and approve the satisfaction and the efficiency of utilize of network. The emphasis of the paper are the designing and implement of the multimedia application based on SIP protocol, and motion management system based on MIPv6. In addition to, we research the sip mobility and the handover technology of MIPv6, and present a solution improving the efficiency of handover that integrate sip mobility and MIPv6 mobility. At last, we test our system function about the application and the mobility management and show the result.
