Design And Realization Of Police Command Center Information System Based On Information Leading Policing Pattern

The fifth world policing revolution requires public security work transforming from empirical management to scientific management, and it needs to convert the function of police command centre into command dispatcher omni-directionally from the simple service of receiving alert. Based on advanced information leading policing pattern and under the research background of the city alerting and monitoring system of the western city, one of twenty two experimental unit cities conformed by the Ministry of Public Security at second round, the thesis discussed new running pattern of public command center, designed and realized police command center information system.Main research contents of the thesis include:1. Analyzed the status quo of national policing system, put forward the running pattern of policing command center based on the fifth policing revolution.2. Designed the framework, components and corresponsive function of police command center information system.3. Designed and realized all four subsystems of police command center information system such as receiving call for help and disposal subsystem, information analysis subsystem, beforehand scheme management subsystem and office automation subsystem.4. Run the information system into the construction of police command center of experimental unit city. During the trial, the test indicated that this system can fulfill the demand of the routine work, and enhance work efficiency.The innovation of this thesis is: according to that police command center not having effective and canonical running pattern, the thesis applies information leading policing pattern into police command center and brings forward a feasible scheme firstly. The information has been applied successfully to experimental city police command center, and has capacious application value.
