With the rapid development of computer science, network technology and multimedia technology, the video monitoring system, with computer as the core and Internet as the medium, is highly regarded by more and more people. But the video data have great capacity, the existing network bandwidth is opposite shortage and real time video transportation has a high request for latency and bandwidth, which seriously influence the quality of video transportation. So it's necessary to have an efficient encoding method and an adaptive real time transportation strategy to meet the quality of video transportation.Compared with the traditional MPEG-1, MPEG-2 and H.263, MPEG-4 can conquer bandwidth bottleneck of the network, save the resource of communication line and realize the low bit rate and high quality of image transportation. RTP/RTCP is a real time video transportation and real time transportation control protocol based on TCP/IP. It is more effective than TCP and more reliable than UDP. As a result, it is worthwhile to choose MPEG-4 as the compression standard and RPT/RTCP as the real time transportation protocol for system.This paper discusses and analyzes the compression and coding technology of MPEG-4, especially on texture coding. It also discusses RTP/RTCP protocol, RTP payload format for MPEG-4 visual stream, and transform mode, Congestion control, Callback control and QoS about networt transform technology. To monitor several clients, multithread and socket are also introduced. Finally, according the above technologies, I implement the video monitoring system based on Internet. This system includes two parts, one is the server and the other is the client. The client can capture video, compress and code and transform code stream. The server uses Microsoft DirectShow technology to receive code stream, decode and video play.
