The Security Problems Of The Current Documents Opening And Its Countermeasures

In the information age, the publication of government information is an important part of democracy and monocracy. The current documents publication policy are not only an inevitable information releasing choice for the government, but one of the important means and principal ways to publicize government information. This policy is in accordance with current world trend and is employed by most countries in the world. Since Shenzhen Municipal Archives Bureau took the initiative to establish the first archives service center in our country in April, 2000, the publication of current documents have seen rapid development. At present, hundreds of national achieves institutions have been established in our country to carry out a series of current document sharing practices mainly in the form of setting up documentation center. In spite of some noticeable progress, there are still problems underlying the publication system and the publication process in our country, which seriously affect the further development of our opening up practice. In view of the above-mentioned conditions, the current paper aimed at unearthing the security concerns related to current document publication practice, taking the practical conditions in our country under consideration and is expected to provide some valuable insights for relevant work.This essay, on the basis of defining the conception of publicizing current documents, incorporated the knowledge of military information, management, law, information security as well as other disciplines into the archival science, analyzed the security risks of the current publicizing process, and proposed, on the basis of the current analyzing results, the establishment of a three-way security guarantee system regulated by law, supervised by management and supported by technology. More specifically, this essay shows that technical control can guarantee the smooth publication of current political documents and that establishing a security team for the operation and supervision of political information is the only effective way for management. Moreover, the publication of current documents should be restricted by relevant laws and regulations, especially the ones related to political security, which is an effective means to set up a security platform for political information.There are four parts in the paper:The first part is the introduction of this paper. Here is the theoretical basic of the research topic, the historical review of the research background of the current document opening, and the elucidation of the author's reason for selecting the topic, its significance and the research strategy.In the second part, it is dissertated in detail the connotation of the current document, and elaborated thoroughly the characteristics of the current document opening in the process of publishing information by government. This part also introduces the forms of the current document opening in our country as well as several typical patterns of archives carrying out the current document. To understand the characteristics of the current document opening is the premise for the archives department to utilize the current document opening. In the legislation and opening practices, the concerned experts generally noticed the relationship between government information and the current document, but somewhat neglected their differences. Therefore, only if they had grasped their respective characteristics, the archives department could take the corresponding scientific management measures and enable the current document opening work to develop quickly, healthily, and persistently.In the third part, according to the previous related research and the large opening practice investigation, it is described objectively the current document opening practices in our country. It is elaborated emphatically the significant influences of the laws and legal regulations, the supervising and managing mechanisms, and the information security technologies on the opening and utilizing work of the current document. The laws and legal regulations concerned archives information opening have provided the basic premise for the opening of the current document, but they lack maneuverability and cannot meet the needs of the realistic society, which needs further specification and consummation. For the supervising and managing mechanisms, the work is puzzled by problems such as lacking the uniform procedure controlling department, lacking the uniform coordination principle and regulative management standard, and lacking the corresponding means for opening censorship and relieving rights. Simultaneously with the development of the computer and the network technology, the electronic document and the government website become one of the main opening medium for the current document. However, the security problem of the digital information involved is much more complex than the paper documents.The fourth part continues the question, and it emphatically analyses and proposes the countermeasure to the security problem of the current document opening, specifically in the following three aspects - one, strengthen construction of the legal system for the current document opening. The work will be carried out in the following aspects: first, strengthen the legal system propaganda and enhance the jurally notion in the whole society; Second, based on the external reality of our country, formulate practically feasible plan for building the legal system; Third, according to the plan, beginning with the revision and consummation of "Archives Law", "Security Law", do well in building the legal system. Two, establish the supervising and managing system on government information publishing. On the basis of the supervising and managing criterion on government information publishing, implement supervising and managing three important links, when publishing government information, which are the gaining of government information, the publishing and providing of government information and the sharing of government information among government departments. Third, provide the technical supports for the security of the digitized government information. Finally, establish a security guarantee system by the law, the management and the technology.
