With the rapid development of information technology, information security has become the focus of today's information industry development. Digital watermarking is a new information security technology, which has been more and more studied and applied. As an important information resource of E-government system, it is very valuable to enhance e-official documents'security using digital watermarking. At present, the research on Digital watermarking algorithm in the field of signature and authentication on e-official documents currently used in the certification of electronic signatures of documents still lack the necessary targeted ,which cannot meet the actual application requirements. In this case, the application of digital watermarking technology based on chaotic system is analyzed and designed in the dissertation for the signature and authentication of e-official documents, and studies the technology's applications in the field of signature, and two different types of e-official documents'transmitting solution are also studied.Firstly, according to the demands for transmitting e-official documents, a digital signature algorithms based on authentication watermarking technology is proposed. As the information of e-official documents is existed in the subtracted value between the text and the background, the origin authenticating watermark is generated from it, and the logistic chaotic system is used to scrambled to improve the security of algorithms. Meanwhile, with the fact of existing algorithms have insufficient ability to resisting the attacking the single block, watermark is embedded into the coefficients of two different DCT matrixes, instead of isolated DCT matrix.Secondly, an integrated digital signature scheme is implemented for e-official documents. Using the algorithms proposed, the scheme is described particularly, while the simulation experiment of the scheme is done in MATALAB environment. The results show the algorithms has good performance in detecting the tampers and attacks of e-official documents, which is robust against JPEG loss compression in the legitimate limit and sensitive to other attacks.Finally, the End-to-End e-official documents'transmitting solution and the e-official documents'publicizing solution are analyzed and studied. After studied the point-to-point and point-to-multipoint e-official documents'transmitting systems, the End-to-End e-official documents'transmitting solution and the e-official documents'publicizing solution based on C/S model are designed to meet the actual need, which is valuable for practical application.
