Nowadays ,we are under the speedup conversion period ,the article discusses from the conversion of our society ,summarizes a lot of points and infection due to this conversion from different sides . This brand-new period impels the polarization and conformity of our society structure, shut of the society function mechanism ,newly collocate of the society wealth and profit ,turnaround of our values. Going with the development of the society, the conversion initiates a severity conflict between the old and the new system, bring about a series of problems which breach the criterion .This article chooses a profile of the conversion period----transition from the traditional society, to the information era, anatomy how to built a new ethic control mechanism and how to reply so many ethic problems facing the strike of the information era.The wide application of information technology have initiated a rapid and profound social change .It deconstructes original fabric of the human society, brings the new Internet era to our life .It impacts the traditional culture core ,at the same time ,makes the new culture style unfolded .As the important content of culture ,ethics field gestates a severity conflict between the old and the new concepts ,which origins from a lot of phenomenon that breach the criterion .This thesis aims at these baffles and crisis ,such as moral apathy and moral confliction etc ,put forward the necessity and instancy of strengthen control in the management and using field of electronic files .As a important carrier of information , there are many problems in the management and using field of electronic file .How to protect the safety of electronic information ,the distortion and the betray of electronic content ,mishandle to the electronic file all bring discommodity and danger to our archives task .And this factors not only relate to exterior ,such as technology and policy ,but also relate to our people's concept and faith .So this article provides a method to solve the problems in controlling using behaviors of electronic file,just from the inside and outside views ,gives us a clear guidance.It is a long and complicated road to build up a brand-new ethics situation which adapt to our information era .This article discusses from four points ,existing problems , causes of formation , tactics and material measures of solving the puzzles in managing and using electronic file to demonstrate the task.In the Chapter Three and Chapter Four , the most important part of this dissertation , introduces the autonomy which is the core of the construction of information ethics . The moral autonomy and the moral heteronomy indicate two human being's states of mind , in which the moral autonomy is the supreme . In the information era , once restrained by public opinions , traditions and personal belief , human being's behaviors now are more difficult to be supervised , because the internet is fictitious , open , concealed and free . It seems that the information ethics can only be kept by the internal strength ---the moral autonomy . It is essential that we cultivate and develop the moral autonomy in the whole society . Through the practice such as the moral education and cultivation and so on , we can restrict ourselves with the internal strength such as cautiousness and conscience , advance the scientific moral cognition , edify the fine sentiment, fulfil the good behavior , achieve the unification of the moral autonomy and the moral heteronomy . So and so only , we could solve these problems that breach the criterion in the new period , and make the construction of information ethics of archives Fruitful.
