On The Form And Development Of Management Of Documentary Files In Organs During The Period Of Republic Of China

The Chinese files have experienced the history of over 3000 years to develop and grow from simple to complicated. The Stacks in Sung Dynasty was the rudiment for official archives today. At the late period of Qing Dynasty, China had experienced the change from a federal country into a half-colonial and half-federal country. Thus every social field including state organs had been affected fundamentally. Of course, the management of documentary files made also no exception. During this time, the way of classifying files had appeared in the file management, which means the file management has made an obvious forward step.The Republic of China is the period of transition and development for documentary files management in Chinese organs. In the reign of Nanking temporary government, an institutional reform had been taken up on documentary files management and a new documentary pattern had been set down. Revolutionists put forward their political requirements and propositions of bourgeois and in the need of dealing with governmental affairs they asked those newly- formed organs to set up their corresponding documentary offices to reinforce the management of documentary files. In the control of Beiyang government, a set of relatively perfect and integrated institutions of documentary files had even been established from center to other regions. With the set up of professional archives, the whole set of bylaws had been implemented. The establishment and development of management of documentary files in organs has shown the transition of file management from traditional federal times to the modern times. The Republic of China is the period that documentary file management has come into its mature and perfect stage. In the 1930s, the government has made a reform on clerical work in state organs and carried out the "administration efficiency campaign" in order to meet the needs of politics, economy, culture and military. Being as an important tool for implementing government orders, the "crusade for documentary files management" has naturally become the important part of this campaign. A series of reforms such as the "Concatenation Laws of Documentary Files" has been put into practice.
