With the unceasingly development of network scale in Anhui telecommunication, More higher requests were proposed on network compatibility and intelligence by the market, and fixed telephone telecommunication operation was undertaking huge pressure from mobile service and IP service divergence. In order to adapt to some new service demands of high quality and individuality in the market on the one hand, soft switch, one of the key NGN technologies, was to realize the optimization of PSTN network intellectualization and migration, on the other hand it would also be some preparation for PSTN fixed telephone telecommunication fusing to NGN in the future market.The thesis discussed Anhui telecommunication's soft switch transformation in NGN process of two local networks of PSTN and PHS, proposed some clue to the network transformation plan of the present Anhui Province telecommunication network construction after studied the Anhui telecommunication' s soft switch transformation project.First, the thesis studied the NGN network communication protocols, analyzed two technical protocol plans-MAP and the MAP+ protocol which are used between two important network equipments Softswitch and SHLR from the point of network fusion and network evolution, and then compared their advantages and disadvantages. Next MAP was proposed as the protocol in engineering construction, and PSTN,PHS network plans were given based on MAP protocol.Furthermore, the plans for equipment configuration,_ system safeguard and different area solusion for disaster were discussed. Finally the thesis took Hefei district soft switch transformation as the example, analyzed and calculated the plant capacity, performance and parameter as needed according to the market coverage and the network plan. So it also provided the reference for the Anhui telecommunication soft switch engineering construction project.
