As the topic and basis of environment, forests play a crucial part in improving environment and accelerate Sustainable development. China is a country lack of forests, and also is one of the countries which have the most serious forest diseases, mice and pests. In the aspect of management of forest diseases, mice and pests, technology and means of forest diseases, mice and pests MIS base on single computers with C/S mode, and they have quite dropped behind already. With the great progress of computer technology and network technology, the requirement of applying the dynamic web technology to forest diseases, mice and pests MIS is very urgent.This paper regard He Bei Forest Substation of He Jiang Forest Management Bureau in Hei Long Jiang Province as the object of research, collect and analyze the original data of forest diseases, mice and pests, inspect the work flow of the daily management information of forest diseases, mice and pests, and adopt the new demands. Based on the above aspects, in virtue of web technology, I research and realize the application software of forest diseases, mice and pests MIS based on web technology.Based on the particular analysis and demands of research, the system adopt Java, MVC design pattern, WebLogic 8 application server, Oracle 10g database server and J2EE framework to develop. This paper mainly research necessary technology of developing application system based on B/S model, and form a more general and more applicable database.Forest diseases, mice and pests MIS based on web technology consist of monitor subsystem, preventing and controlling subsystem, law consultation subsystem and code maintenance subsystem. System found general attribution database and multimedia database of forest diseases, mice and pests, and it is capable of monitoring some familiar forest diseases, mice and pests in the country, offer the keywords-based image retrieval functions of forest diseases, mice and pests, realize investigation design and its network report based on forest diseases, mice and pests of sub compartment. The research fulfill the demands of monitoring and preventing and controlling forest diseases, mice and pests in the country, has important merit for development of forest informationalization.
