The safety control is more and more recognized in the modern enterprise since 1990s. In developed countries, various modernized safety control methods have been applied. Most of the safety controls are included in the entire business management system because the automation of their production equipment is very high. In China, the safety control still stays on the level of propaganda, education, and regular security check. Moreover, most of them are the qualitative analysis or the accident analysis. This kind of management method is laggard, passive, and responding slowly. It is very difficult to meet the requirement of the modern safe production. This kind of phenomenon is especially obvious in the Chinese university education. Therefore, in order to create good conditions for quantitative analysis, we need to establish the safety control type which suits the management of contemporary education and teaching. We also need to establish the safety control information system by using mathematic method and computer technology. The quantitative analysis will be very useful to further know the rule of safe production, forecast the accident, prevent and avoid the occurrence of casualty. Therefore, to establish monitoring and controlling system for campus safety will be an effective way to solve the problem of the campus safety control.According to the system safety research of accident dynamics of engineering safety principle, the existence of hazard is the root cause of the accident occurrence. To prevent accidents is actually to eliminate and control the hazards in the system. The so-called hazard is the latent unsafe factor which possibly causes personnel injuries or equipment damages. The safety engineering uses the science and the technical method to identify, control and eliminate hazards. The fundamentals contain the three aspects of work: the hazard identification, the hazard appraisal, and the hazard control.According to the theory above and the active way of predicting hazard introduced by the Japanese central association of work disaster prevention, this article has systematically analyzed the situation and troubles of working safety. It has also summarizes the typical cases of domestic and foreign schools work hazards. It has also scientifically analyzed and searches the school work hazard by introducing the safety engineering. And proposed to prevent and control the hazard of school work safety by persisting the principle of"the safety is first, the prevention is primary", the principle of the responsibility system and the major issue investigation, the principle of whole staff participation, self-prevention, and the principle of continuous improvement and update.In order to provide users reliable and timely data, to enable the staff to have a summarized understanding of former work, the prevention, monitoring and controlling system for campus safety has cataloged large numbers of historical data. On the other hand, the system has analyzed the collected data so as to assist the safety control department foresightedly to analyze the security situation, to promptly discover the problems in working safety, to carry on the anticipatory control ahead of time. It makes every effort to become the safety control from traditional afterwards tracing to the anticipatory control.This system is designed in the B/S pattern. The prominent merit is that it does not need any complex application or development from user end. Thus it greatly reduces the work load of development and maintenance for users. It concentrates all its applications on server, which adapts the tendency of centralized management.①Usability. The system selects the friendly graphical user interface method and realizes the entire screen menu operation. Users can simply and conveniently gather the foundation data, and realizes the information sharing and exchange.②Reliability. With the consideration of computer knowledge limitation of the safety control personnel, the system used a stronger fault-tolerant function to limit and prompt user's illegal operation. It has the corresponding prompt information and the handling ability when the data makes a mistake. Its each processing link has highly reliability, secrecy and security.③Openness. By using the web technology, the system enables various local area networks to carry on profile information processing. It also enables various subsystems to progress the data processing and the information inquiry through internet.④Versatility. In the system design process, the designer follows some general basic control system of the campus safety control, which makes the system have the versatility in the universities.⑤Expansibility. On the one hand, it is the hardware expansibility, which could conveniently on-line increase the equipment or the user; On the other hand, it is the software expansibility. The future possible function expansibilities have to be specially considered during the software design.
