With the development of mobile communications technology, mobile phone has become the necessary of people's daily life. Paying small-amount money with mobile telephone will make a convenience for people's life. Nowadays, mobile payment can carry out with short message and WAP. This remote control has disadvantage: Firstly, their realizations are complex and with high cost; Secondly, dealing process is fussy and dealing time is too long. Thirdly, security can not be safeguarded.Mobile payment mentioned by this paper is e-wallet smartcard system based on NFC technology. This e-wallet smartcard system can be used in inter-bank, inter-district and inter-scope. These IC cards suit cosmically use, because of their low power need, high security and low cost. In addition, these cards can pay a sum of money by contactless mode with 20cm scope which is quite convenient. At the same time, this e-wallet key security system designed by this paper is scientific and the hybrid encrypt algorithm is advanced. So this system is safe.E-wallet smartcard system is proposed in this paper. It researches into ensemble network structure, system structure, communications and data stream, liquidation and capital stream, system security and network reliability. System structure is described in detail. China Fortune platform is the core of this system. It is made up by accept square, card issuer, key manage system and constructed by data stream and capital stream. In this system structure, the design thought is inter-class management. So this system is feasible, flexible and convenient.Key security management system is proposed. In this system, it contains countrywide key management center, People's bank key management center and member bank key management center. These three-class management centers realize the goal of the share of the chief security key, the share of equipments and utilize card between different banks. The key management equipments create random number by circuits which made system has the ability of preventing attack. At the same time, creation, save, backup and calculation of the key are controlled based on permissions through software.In the design of the e-wallet smartcard system, security is very important. The hybrid encrypt algorithm which suits small amount payment plays an important role in this system. The hybrid encrypt algorithm is designed with 3DES and RSA which could be imposed in depositing, creation and issue of mother card by member banks. The hybrid encrypt algorithm can satisfy highly security, rapid encrypt/decrypt and flexibility of management.Finally, the paper proposes some suggestion to e-wallet's development. The e-wallet smartcard system which based on NFC technology is a new application. The paper describes ensemble architecture design, key management system design and so on. The paper also proposes and realizes a practical hybrid encrypt algorithms. It can accumulate some precious experiences for this domain.
