PLC (PowerLine Communication) has got a lot of attention since it was born. Especially in recent decade, PLC techno ledge has been widely used in broadband network access. However, it comes the issue that certain users occupy most of bandwidth through some special download or upload software, which leads to slow access speed to other people.CMMI (Capability Maturity Mod Integration) is developed by Software Engineer Institute (SEI) of Carnegie Mellon University (CMU). The objective of CMMI is instructing enterprises improve their process control. CMM and CMMI were adopted widely by developing products.This article provides a method and implementation to resolve the above problem. The method focuses on the software control in PLC access equipment based on the characteristic of the PLC technology and the topology of the PLC network. This article demonstrates the solution from requirement, software design, code development and test aspects. Then it introduces how to apply CMMI developing procedure to implement quality assurance. It also shows the measurements and metrics collected in the project.
